Terms of service
Google Analytics is a web analytics service offered by Google that tracks and reports website traffic. Google makes Google Analytics free of charge up to a maximum of 10 million hits per month per property. Google also offers a premium version of Google Analytics called Google Analytics 360 Suite.
Google licenses Google Analytics 360 Suite through resellers called sales partners. The Victorian Government represented by the Department of Premier and Cabinet (‘DPC’) has partnered with Data Runs Deep Pty Ltd (‘Sales Partner’) for licensing and support of Google Analytics 360 Suite (‘Subscription Service’) to the Victorian Government.
These DPC terms of service (‘Terms’) defines the terms and conditions by which Victorian Government agencies can subscribe for the Subscription Service through DPC. By subscribing to the Subscription Service with DPC and our Sales Partner, you agree to use the Subscription Service as set out in these Terms.
Any reference in these Terms to ‘your agency’ is to a Victorian Government Department or agency that has opted to subscribe to the Subscription Service.
Who can subscribe?
Any Victorian Government Department or agency can subscribe to the Subscription Service through DPC and our Sales Partner. The Subscription Service is not currently available to local government bodies.
Your agency can move its subscription to another agency that is also legally part of the Victorian Government by notifying DPC Contact Officer (analytics.team@dpc.vic.gov.au).
How to access Google Analytics 360
To subscribe and upgrade your agency’s Google Analytics platform, you can complete the form to change your agency’s account to Google Analytics 360.

What are the terms of this licence?
Slot gameYour agency’s use of Google Analytics is subject to the terms and conditions set out in the and the relevant terms of service for each product your agency may use, including:
(together, ‘Google Terms’).
Any capitalised term not defined in these Terms have the same meaning given to them in the Google Terms.
Please read these terms and conditions carefully, including terms related to use of the service, proprietary rights in the service, confidentiality, privacy and assignment. Your agency must comply with the Google Terms to ensure continued use of the Subscription Services. If your agency at any time fails to comply with the Google Terms, Google or DPC may terminate your agency’s access to the Subscription Service.
How much does it cost?
Except as otherwise set out in these Terms, DPC will cover the cost of the Subscription Service. If your agency is expected to cover any cost, fee or charge of the Subscription Service, such costs, fees and charges are detailed below.
How does onboarding work?

Self-serve
This option is free for your agency.
DPC will:
- onboard your agency to the Subscription Service, including invitation to the WoVG Organisation, upgrading some or all of your agency’s Google Analytics and Tag Manager Accounts to 360 status
- onboard your Google Analytics Account to DPC’s data analysis environment (why do you need this?) for:
- Google BigQuery; and
- Google Search Console
Your agency needs to:
- create and implement Analytics Properties on your agency’s web services using Google Tag Manager following the DPC guidelines and naming convention
- migrate to the (If possible)
- ensure that the ‘DPC - Analytics Team’ user group has ‘Read & Analyze and Collaborate’ access to the subscribed Analytics Properties
- ensure that the ‘DPC - Analytics Team’ user group has Read access to your GTM container; and
- ensure that you enable IP Masking on your Analytics Properties

Our Sales Partner shall issue invoices and their terms and conditions apply to the provision of onboarding packs. Your agency is responsible for paying those invoices from our Sales Partner. If your agency fails to pay any of our Sales Partner’s invoices, DPC may terminate your agency’s access to the Subscription Service.

What service levels apply?
If there is an issue with Google Analytics platform, your agency should notify DPC of the problem as soon as reasonably possible and in any case no later than 10 days from the issue arising. Your agency’s prompt action may allow DPC to receive service credit from Google on your agency’s behalf. Any delay by your agency in reporting an issue to DPC or Google may result in a loss of this service credit for your agency.

What support does DPC provide?
DPC will provide your agency with Level 1 support for the Subscription Service. This support is available 9 am-5 pm Monday to Friday, excluding public holidays in Victoria. To lodge a support request, please email Analytics.Team@dpc.vic.gov.au. All support is subject to DPC resourcing constraints.
DPC has contracted its Sales Partner to provide a limited amount of additional support for Google Analytics issues that DPC is unable to resolve. Only DPC may request any further assistance from our Sales Partner. DPC may decline to seek additional support from our Sales Partner for your agency in its sole discretion.
If an issue needs to be investigated by DPC or its Sales Partner, your agency may need to grant access to your agency’s Properties to the Sales Partner in order to receive support.
Who controls user access?
Your agency continues to be responsible for setting user access controls for your agency’s Account and Properties.
Slot gameIn addition to being responsible for each account’s security, each agency should ensure all passwords and usernames are kept confidential.

Who is responsible for privacy?

It is a requirement of the Google Analytics Terms of Service that your agency:
- does not “pass information to Google that Google could use or recognise as personally identifiable information”;
- alerts users that your site uses cookies to collect data;
- discloses the use of Google Analytics and how it collects and processes data; and
- ensures that it supplies a privacy policy and information on cookie usage as described in the .
Is agency data confidential?
Your agency must give read-only access to DPC’s Authorised Representative (as listed under Representatives and Notice) for your agency’s Properties in order to subscribe. Read-only access will only be granted to select DPC employees and used for internal DPC analysis to:
- assist your agency in improving their online services where or if required;
- improve or refine training to your agency’s staff; and
- continue DPC’s commitment to helping all government agencies in creating and maintaining online services that are simple, clear and fast.

DPC may also request approval to disclose information collected from your agency with third parties:
- for purposes relating to these Terms;
- where authorised or required by law; or
- for government or parliamentary accountability reasons
Your agency will be notified of the request and the reason for the request via email to your designated contact.
Your agency should also be aware that Google Analytics Terms provide Google the right to share your agency’s confidential information with third parties without your agency’s consent circumstances. See the for further details.
What data do I need to share?
DPC requires that agencies subscribing to the Subscription Services supply certain aspects of their web analytics data to a central repository for service improvement.
All participating agencies are required to provide aggregated data for the purposes of providing a full and public view of all website metrics within the State Government of Victoria. DPC will be collecting cumulative counts across all sites, providing insight into top-level usage statistics and monitoring trends over time, with the eventual goal of making this data publicly available. These include aggregate metrics such as the total number of sessions, the total number of page views and the total number of users.
Slot gameAll participating agencies are also required to provide a set of drill-down data, which will be used internally within the State Government of Victoria. This data will be used for service development and improvement. Where the disclosing agency grants its consent, the data may be made available to other agencies in the programme.
DPC and the disclosing agency will agree in writing the scope and schema of authorised data prior to sharing with DPC.
Some site usage data will be required such as most viewed content; however, you will not be required to share any commercially sensitive information, individual user information or information that should not be made publicly available for any reason.
Slot gameThe disclosing agency’s data will be included as aggregate information only as a percentage of total for all Victorian Government websites in any resulting data products and reports. Any commercially sensitive information will be obscured or omitted.

What fees are payable?
DPC will require agreement with these Terms to cover any costs incurred from using Google Cloud Platform and/or BigQuery. Based on , the cost to most agencies will be nil or negligible.

How does unsubscribing work?
Your agency can unsubscribe at any time and for any reason by providing 20 days’ notice to analytics.team@dpc.vic.gov.au
If your agency unsubscribes:
- DPC will downgrade your agency’s Analytics Properties from Google Analytics 360 to standard Google Analytics
- you may choose to remain part of the Commonwealth of Australia Google Analytics Organisation

DPC may also downgrade your agency’s access if an invoice issued to your agency is overdue by more than 60 days.

What happens if there is a change in the Sales Partner?
Slot gameChanges to the Sales Partner are not expected to impact on the availability of the Subscription Service or your agency’s access to Google Analytics 360 Suite products.
If the agreement between DPC and the Sales Partner expires or is terminated, DPC may:
- transfer the Subscription Service to a new Sales Partner appointed by DPC
- transfer the Subscription Service to a new Sales Partner nominated by your agency
- downgrade your Account in DPC’s sole discretion
What happens if DPC terminates the Subscription Service?
DPC can terminate the Subscription Service at any time and for any reason by providing 20 days’ notice to your agency’s technical representative.
Slot gameIf DPC terminates the Subscription Service, DPC will work cooperatively with your agency to:
- offboard your agency
- ensure that DPC can separate your agency’s Accounts and Properties from the Whole of Victorian Government Google Analytics Organisation
- migrate your Accounts and Properties to your agency or another Sales Partner nominated by your agency
In the event of any termination or expiration of the Subscription Service:
- within a reasonable time after your agency provides written notice to DPC or our Sales Partner to your agency’s data, our Sales Partner will render your agency’s data permanently inaccessible
- continued Google Analytics use is subject to Google’s then standard Google Analytics Terms of Service available at
- for clarity, your agency will not be permitted to export your agency’s data (except as the then-standard Google Analytics product permits)
Representatives and Notice
Your agency will appoint a representative to DPC for DPC to provide notice or advise of any changes to the Subscription Service. Your agency shall provide details of that representative’s name, position, address, phone, mobile and email immediately on subscribing to the Subscription Services to DPC at analytics.team@dpc.vic.gov.au.

Disputes
Slot gameIf a dispute arises between your agency and DPC under these Terms, either party must give a dispute notice to the other party specifying the nature of the dispute. A dispute notice may be withdrawn at any time by the party that gave the dispute notice.
Within 10 days from the date of issue of the dispute notice, the representatives of each party appointed above will use their best endeavours to resolve the dispute between themselves at an operational level.
If the representatives of each party are unable to resolve the dispute within 20 days from the date of issue of the dispute notice, the representatives of each party agree to refer the dispute for resolution to the persons occupying the relevant director, or equivalent, position of each party.
If, after a further 15 days of the matter being referred to them, the directors are unable to resolve the dispute, either party may refer the dispute to a third-party mediator agreed between the parties for resolution.
Both DPC and your agency will continue to perform the respective obligations under these Terms.
